I mean dollars is the currency of the United States. In other countries people usually don't sell in dollars but in their local equivalents (Euro, pounds etc.). So 250$ is about 190 Euro I guess. But in the USA they sell things withouth VAT tax which isn't the case in Europe, unless for entrepreneurs (I don't know about stores located in Ukraine specifically, you should know that ;) ). So, if you'd buy in Euro that will be probably 190 Euro + e. g. 22% VAT, means about 230 Euro. That's about a hypothetical store. Second hand is impossible here cause EDU licence is not for resale. But maybe someone would sell a used full license for 50% off, I don't know.

these days certain distros fix this a lot for audio. in general though you're going to run into trouble if you're used to running windows.

nothing even close to cubase exists for linux. yet.

a lot of projects are working toward it though.
