Ehm... Reason has one big flaw, in that it doesn't support VSTs at all That's not really "reasonable" thinking in today's world.

True, but after all there is so much you can do with it that you really forget the outside world. Lately, with R6, the sonic potentials are way up. The other day between the Alligator and the Pulverizer I got a piano sound out of this world.
It's a great app but not the ultimate like many think about it. If you like to play with modularity R6 is quite fun indeed.

Is there anywhere I can find this file and just download it?

Buy a current issue if CM and download from the vault, would be my suggestion. That way, you’ll have the latest installer, too.

These are the presets of the regular Zebra2. ZebraCM is a different plug-in - a cut-down version of Zebra2 - which comes with different presets.

Somehow I must had have them previously installed because I've only used zebra cm and used some of those presets on songs from a while ago.
I did have them in my presets folder but they have gone somewhere.
I recently downloaded the update for zebra cm from computer music but my current outdated computer could work with it so i did a re-install of my previous version and the file with those presets has gone walkabout
Thanks for any advice
