Assuming you're talking about the free version and not GE.

On that page can you see the download links on the right side ("Windows installer", "Windows (no installer)" and "Mac Package")?
Do the links open a popup demanding to accept the eula? After accepting does the download not start?

Which OS and browser are you using? Maybe there's a technical problem.
