Is Digital HP 24dB filter broken?

I was trying to add a sharp HP as filter 2 to get rid of some sub-40Hz power from a patch and found that switching from 12dB to 24dB just seems to introduce a TON of buzzing, almost like the filter is broken. Maybe it's the intended behaviour and it would sound reasonable as filter 1, but it really seems like a huge jump in usability switching from 12dB to 24dB, adding resonance brought some of the buzz back down, but it's still there, and still very apparent. I sort of expected it to sound like HP 12dB but with a sharper cutoff.
