I can recommend (the best there currently is):

Freeware:
Youlean Loudness Meter (highly versatile and customizable)
Currently nothing in the freeware market beats this release

Budget:
ToneBoosters EBU Loudness (has many presets, no custom reference level - highly affordable for mere 20EUR)

MidRange:
Definitely Grimm Audio, tc.electronic and Nugen Audio (as they were the forerunners of the "EBU R-128 movement")



BONUS INFO:
EBU R-128, like ATSC-85, is a preset built upon the ITU-R BS.1770-x specs. So if you look for something versatile, look for an ITU-R BS.1770-x spec meter that is highly customizable

- Steinberg's Loudness Meter is discontinued and only worked in Steinberg hosts
- VUMT2 Deluxe makes it technically possible to show ITU-R BS.1770-1 MLk (accurate to the test stream, offsets for music might happen), but not SLk
- the HOFA 4U "Meter" is bit hard to "understand"
- Not too fond of MLoudnessMeter (too limited)

- If you use Logic X, there is a Loudness Meter built in
- if you use Cubase 7 and up, there is an EBU R-128 Loudness Meter built in (relative scale, no custom reference level - at least not up until C8, have yet to dive into C9)

I think the non-commercial version is $24 and non-commecial is $49.
I just put one instance on my mix buss at the end.

Just got this confirmed by the developer (now pointed out on the product page as well):
- ballistics: 400ms (so Momentary Loudness)
- does not do "summing", metering is "channel individual" - therefore not ITU-R BS.1770-x compliant loudness measurement
- aside from internal digital peak measurement, no other measurement types

Not an "LUFS meter" per se - but rather a proof of concept

To be honest, I never dove into that territory... but isn't Adobe Audition's Loudness Tool basically from tc.electronic? Meaning LMn2 in "lite"? I seem to remember that.

Brainworx bx_meter has a k-weighting filter, but is NOT a ITU-R BS.1770-x spec "LUFS meter"

Thanks for your response, with Audition CC's "Copy All" I can capture the elements below. It's been very helpful as I'm "mastering" the first album I ever released which has serious volume mismatches between tracks. The stats pretty much match my aural perception. I've pasted the results in a spreadsheet to compare with commercial tracks I find impactful.

You're right, Audition uses tc electronic's Loudness Radar. I've yet to use it, the specs I'm referring to come from the Amplitude Statistics section.
