In a nutshell I simply informed the OP that he was stealing samples even if they were just "kicks and snares" and suggested he read the KVR rules regarding such behavior.

I then reported the post where he admitted it and the thread was deleted. I don't know if the OP was suspended or banned.

Are affiliate links a forum no-no or is that only in the Bargains thread? Because there’s some affiliate link action in those posts.

Good question. The Marketplace rules are clear:

Affiliate links / Referral Links are not acceptable. Any links must be direct and must not contain any marketing or affiliate tracking or redirection.

Anyway that guy's posts are almost all self promoting:
