how would I delay the midi note of a set of data just slightly to allow the per note expression to arrive at bitwig just before the note and velocity data?

why would you need to do that ? Shouldnt it all come at once ?
Those are not overlapping are they ? By that I mean conflicting

You need to block notes and velocity by setting the filter tables fully to -1. Then when you want to send the note call sendRawMidiEvent on NoteInput.
